JAMB sets new rules as it resumes registration for DE

The Joint Admissions and Matriculation Board (JAMB) has set new guidelines to curb the forgery of ‘A’ level certificates as it also resumed the 2023 Direct Entry (DE) registration.
The Registrar of the board, Prof. Is-haq Oloyede, who made this known at a news conference on Monday in Abuja, said the DE registration would come to a close on April 28.
While lamenting the high level of forgery of Level certificates being used for the registration, Oloyede said the board had introduced new guidelines to checkmate such act.
“You will recall that the board commenced the 2023 Direct Entry registration on Monday, Feb. 20, but had to immediately suspend it following the discovery of the plethora of devices and machinations to circumvent and compromise the standard of A-level qualifications required from DE candidates.

“Recall that recent joint operations of the Federal Ministry of Education and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) on DE qualifications brought to light some of these unsavoury and nefarious activities.
â€Bayero University, Kano (BUK) has also consistently brought to the fore the high rate of forgery of A’Level qualifications for DE.
â€For instance, it was discovered that in previous years, some candidates used unacceptable and forged A-level certificates/qualifications to register for DE and eventually got admitted,†he said.
“For example, out of 148 candidates verified by BUK, only six were found to be genuine. By implication 142 of the results were forged.

“The board, concerned stakeholders and institutions are working assiduously to detect such and the ones already found, are being dealt with according to the provisions of the law.
†In order to further checkmate the anomaly and to also prevent the recurrence of such irregularity, the board has decided that the 2023 DE registrations will not only be restricted to JAMB (Professional Test Centres (PTCs) but will also be done under strict supervision.
“The board has provided additional guidelines to all DE registration outlets (JAMB-owned centres), Officers of the board and candidates on the 2023 DE registration exercise.
â€At the point of registration, all candidates must fill in their registration/matriculation number of the previous school attended where the qualification was obtained; Subject(s) of qualification; awarding Institution; institution actually attended,†he added.

He said others were Interim Joint Matriculation Board (IJMB) A’ Level, Joint Universities Preliminary Examination Board (JUPEB) A’ Level,

He also listed NABTEB GCE-A’ Level (2015 to 2021), Higher Islamic Studies Certificate (HIS) by NBAIS, International Baccalaureate (IBN) and the National Registered Nurse /National Registered Midwife (NRN/NRM) in the group.
He, however, said that the 127 candidates who had earlier registered for the 2023 DE before the exercise was suspended and would be requested to return to the registration centres and update their applications.
Oloyede also revealed that the data bank put in place to address challenges associated with the A ’level qualifications had now been renamed “Nigeria Post-secondary Education Data System (NIPEDS)â€.

â€The board has discovered that some of the problems reported at the centres are contrived to delay the commencement of a session in some centres with a view to securing undue advantage for the delayed candidates,†he said.
He said that any session that for whatever reason or reasons), that could not take off within one hour of its schedule would automatically be rescheduled.
He said that when such occurred, affected candidates were expected to file out of the examination hall into the waiting hall and await the new scheduled time and place which most likely would be the same or the following day.

The 2023 Mock-UTME shifted

In a statement made available to journalists on Monday, Fabian Benjamin, Head of Public Affairs and Protocol, JAMB explained that the shift in date is partly due to the change in the date for the Gubernatorial and State Houses of Assembly Elections earlier scheduled to hold on Saturday,11th March, 2023 but now moved to 18th March, 2023.

The Mock-UTME is an optional examination introduced by the Board to provide opportunity for candidates to have hands-on experience with the system as well as allow the Board to ascertain its readiness and that of its partners for the main UTME, which is scheduled to hold between 29th April, to 12th May,2023.

The statement added, “The Board also wants to use this opportunity to announce that this year’s UTME would witness some groundbreaking innovations aimed at addressing observed infractions and centre failures.

“For instance, in the new regime, if there is a delay of up to one hour before the commencement of a particular session, that session stands cancelled and would be rescheduled along with the candidates.

“By the same token, no examination can be started one hour after the scheduled commencement time. The session will be scheduled for any VACANT or AVAILABLE slot.

The Board has made it mandatory that candidates must be notified of their new scheduled session or centre, as the case may be, before they leave their centre. In addition, no candidate would be allowed to spend less than one hour before submission of responses during the UTME.

Similarly, the new regime would make it impossible for candidates to login after one hour of activation of examination.

“If for any reason, an examination session is cancelled or cannot hold, candidates are not to panic as they will simply be scheduled for the next available session, which could be that same day. What such candidates are expected to do is to quietly leave the hall and move to the Holding Area to await further instruction.

“Furthermore, they are not to leave the examination centre until they have been notified of the day and time of their rescheduled examination.

Candidates are to note that any rescheduled examination is strictly meant to accommodate only those whose examination session could not hold on account of one reason or another not for those who were marked late or absent for their session.

Members of Staff of the six Oyo State-owned tertiary institutions under the aegies of the Joint Action Committee (JAC), have lauded Governor, ‘Seyi Makinde, for what they called ‘several unprecedented impacts’ he has made on the tertiary education sector in the state.

A statement by the Chief Press Secretary to the governor, Mr. Taiwo Adisa, quoted the JAC chairman, Comrade Segun Oyewumi, as saying that Makinde’s warm disposition to the welfare of JAC members and the improvement of the tertiary education sector is exemplary and second to none.

He lauded the governor for restoring the subventions to tertiary institutions to 100 per cent from the 25 per cent left by the immediate past administration, the payment of N6.8 billion out of the N8.4 billion debt owed by the previous administration and the approval of a N106 million sustainability support fund, which has enabled tertiary institutions workers to get their full salaries in the last few months, among others.

In his response, the governor said he would continue to look after the welfare of the people of the state, saying: “We have discussed most of the things the JAC chairman said privately. The engagement is ongoing. You have a government and your government should look after you.

“The power of the government is derived from the people. I am sure that very soon, our democracy will get there. We are starting on that trajectory, whereby power will flow from the people. Any government that does not take the welfare of its people seriously is not worth being called a government.
